Kathy Jo Milligan is the sister of the late William Stanley Milligan also known as Billy Milligan or The Campus Rapist. Kathy’s brother Billy Milligan was an American who was the subject of a highly publicized court case in Ohio in the late 1970s. He was known for the several felonies he committed, which includes armed robbery, and was arrested for three rapes on the campus of Ohio State University.

Early Life & Family

Kathy Jo Milligan was born in December 1956. She is 66 years old as of 2022. Her parents are Dorothy Pauline Sands and Johnny Morrison. Her siblings are Billy Milligan, born on February 14, 1955, and Jim Morrison, born in October 1953. Her mother Dorothy got divorced from her first husband before she moved to the Miami area, where she worked as a singer.

Dorothy later lived with Johnny Morrison and they had three kids. Johnny struggled with fatherhood and reportedly kept borrowing, gambling, and drinking too much. He ended up being hospitalized for acute alcoholism and depression. On January 17, 1959, Johnny died by suicide from carbon monoxide poisoning.

Kathy Jo Milligan’s mother, Dorothy then moved with her children from Miami, returning to Lancaster, Ohio, where she lived with her first husband. She went on to establish a romantic relationship with her ex-husband and they remarried. Their union lasted for about a year. Dorothy later met and fell in love with Chalmer Milligan (1927–1988).

Before meeting Dorothy, Chalmer Milligan had been divorced from his wife Bernice, who divorced him on the “grounds of gross neglect”. He had a daughter called Challa and another daughter who was a nurse. Dorothy and Chalmer eventually got married on October 27, 1963, in Circleville, Ohio, and Chalmer reportedly adopted Dorothy’s children.

However, much is unknown about how Kathy Jo Milligan’s childhood went. She hasn’t revealed anything about her educational background and qualifications.

What Happened To Kathy Jo Milligan’s Brother

The brother of Kathy Jo Milligan, Billy Milligan’s stepfather Chalmer was blamed for abusing Billy. Billy had many personalities from a much earlier age, however, with his first three (no-name boy, Christene, and Shawn) appearing by the time he was five years old.

Billy Milligan was arrested and imprisoned at Lebanon Correctional Institution in Ohio for rape and armed robbery in the year 1975 but in early 1977 he was discharged on parole. For raping three women on the Ohio State University campus, he ended up arrested around October 1977.

Billy Milligan was arrested after one of his victims specified him from existing police mug shots of sex offenders, and from fingerprints lifted from another victim’s car. He used a gun during the crime and after a search of his residence, guns were found. He had violated his parole.

Billy Milligan was indicted on “three counts of kidnapping, three counts of aggravated robbery, and four counts of rape.” He was placed in the Ohio State Penitentiary pending trial. He underwent a psychological examination by Dr. Willis C. Driscoll, who diagnosed him with acute schizophrenia.

It was concluded that Billy Milligan had dissociative identity disorder. His public defenders, Gary Schweickart and Judy Stevenson pleaded an insanity defense, and he was committed “until such time as he regains sanity”.

After spending a decade in psychiatric hospitals, Billy Milligan was released and that was in 1988. He eventually died of cancer at a nursing home in Columbus, Ohio, on December 12, 2014. He was 59 years old when he died.

Kathy Jo Milligan lives in Dublin, Ohio, and works as a teacher, per sources. She is the mother of two daughters and a son. She made a statement after a potential feature film based on her brother Billy’s life was in the works. She said,

“I’m OK with a movie being made. I want people to understand the ramifications of unresolved trauma, child abuse, and violence.” However, Kathy’s brother Billy Milligan’s life story was popularized by American writer Daniel Keyes’s award-winning non-fiction novel The Minds of Billy Milligan.
